The new West Oxfordshire empty property loans scheme has launched as West Oxfordshire District Council partners with Lendology CIC, a not-for-profit social lender.
This initiative helps homeowners bring long-term empty properties back into use, improving neighbourhoods and boosting the local housing supply.
Affordable loans to restore empty homes
The new Empty Homes Loan Scheme offers low-interest loans to help homeowners cover the cost of essential repairs and improvements.
It is available to owners of properties that have been empty for two years or longer.
By funding key works, the council aims to make homes safe, comfortable, and ready to live in once again.
Making finance fair and accessible
Funded by the council and delivered through Lendology CIC, the scheme makes access to finance fair and affordable.
Lendology focuses on each homeowner’s individual circumstances — not just their credit score.
What the loans can be used for
Homeowners can use the loans for a wide range of improvements, including:
- Roof and structural repairs
- Damp and insulation works
- Heating and plumbing upgrades
- New kitchens and bathrooms
- Other essential refurbishments
These upgrades help residents bring properties up to a liveable standard so they can rent them out or move back in.
Flexible, fixed-rate loans for peace of mind
The West Oxfordshire empty property loans scheme offers flexible loan amounts and fixed interest rates.
This approach gives property owners peace of mind as they complete essential works with qualified professionals.
Supporting neighbourhoods and sustainability
Reducing the number of long-term empty homes benefits local neighbourhoods by tackling disrepair and improving street appearance.
It also increases the supply of homes across the district.
In addition, refurbishing existing buildings is more sustainable than building new ones, which helps reduce environmental impact.
Council support for the community
Councillor Alaric Smith, Executive Member for Finance, said:
“Empty homes can be a wasted resource when so many people need housing. They can also cause frustration for local communities, attracting complaints and sometimes falling into disrepair.
This partnership with Lendology will provide a much-needed financial boost to help owners make essential improvements, ensuring properties can be lived in once again and helping tackle the housing crisis in West Oxfordshire.”
Delivered in partnership with Lendology CIC
Lendology manages similar schemes with councils across the UK and will handle applications, repayments, and customer service for this project.
Emma Lower, CEO of Lendology CIC, said:
“We are delighted to partner with West Oxfordshire District Council on this important scheme. Our ethical, council-funded lending model puts people first, helping residents access the finance they need to bring empty homes back into use safely and responsibly.”
Helping achieve council priorities
This initiative supports the council’s broader goals of improving housing, supporting communities, and tackling climate change.
Renovating empty homes not only increases available housing but also boosts energy efficiency, benefiting both the environment and future residents.
How to apply
Applications for the scheme open on 1 October 2025.
All loans are subject to eligibility and affordability checks, and repayment plans are agreed in advance to suit individual circumstances.
