Overview of the Warm Homes Plan so far
Announcements from the UK’s Energy Secretary, Ed Miliband, in January 2026 outlined the plan for a national lending initiative for homeowners to upgrade their properties with energy-efficiency installs (think solar, heat pumps and insulation!) and reduce the upfront costs. The government is putting £15 billion into the initiative, aiming to upgrade up to 5 million homes by 2030.
What is the government trying to do?
The UK government announces that it wants to:
- Help people spend less money on energy bills.
- Make homes warmer in winter and cooler in summer.
- Reduce damp and mould.
- Use cleaner energy that is better for the environment.
Who is covered by the Warm Homes Plan?
The plan says there should be something for almost everyone:
- Homeowners and landlords
- Private renters
- People living in council or housing association homes
- Families on lower incomes who need extra support
Some people may get grants (money they don’t have to pay back), while others may be able to get low-interest loans to help pay for improvements.

From Lendology’s perspective, the national initiative to enable homeowners to access low-interest loans to fund the energy-efficiency works (like solar panels, heat pumps and insulation) is a welcome announcement. It presents a unique opportunity to make installations that much more affordable for homeowners who don’t qualify for government grants. It could make it more manageable for households that can afford the installs on paper, but do need a loan to cover the upfront costs.
The announcement suggests affordable lending will play a major role in the delivery of home upgrades on a national scale. Many details are still emerging on how this will be delivered, with the key questions being how local authorities and delivery partners will actually provide the finance to reach 5 million homes.
